No Holiday on October 2 for Central Government Employees This Time



 Cabinet Secretary Ajith Seth has asked the Central Government employees to come to office on October 2, which happens to be the birth anniversary of Mahatma Gandhi, and a national holiday, and tidy up the office premises. A circular to this effect will be sent to all the Central Government offices soon.
As part of the Prime Minister Narendra Modi’s ‘Swachh Bharat’ (Clean India) mission, all Central Government employees have been asked to report on duty on October 2, and take a pledge of cleanliness. The circular has already been sent to the secretaries of various departments.


Cabinet Secretary Ajith Seth explained, “During his Independence Day speech on August 15, Prime Minister Narendra Modi announced the ‘Swachh Bharat’ mission. He is all set to begin the campaign on October 2.
As part of the campaign, all Central Government employees are to attend the office on October 2 to take the pledge of cleanliness. Prior to the campaign, all concerned Central Government officials have been intimated to clean up the office premises.


 Seth has said that all the Central Government departments will have to participate without fail in the ‘Swachh Bharat’ mission.

Subject:- Procedure for booking of air-tickets on LTC- Clarification reg.

The undersigned is directed to refer to the conditions laid down by this Department’s O.M. No. 31011/4/2014-Estt.(A.lV) dated 19th June, 2014, as per which the Government employees are required to book the air tickets directly from the airlines (Booking counters, website of airlines) or by utilizing the service of Authorized Travel Agents viz. ‘M/S Balmer Lawrie & Company’, ‘M/s Ashok Travels & Tours’ and ‘IRCTC’ (to the extent IRCTC is authorized as per DoPT O.M. No. 310111612002-Estt.(A) dated 02.12.2009) while undertaking LTC journey(s).


2. The matter has further been reviewed and it is clarified that the web-portal of authorized travel agents, namely M/s Balmer Lawrie & Company Ltd., M/s Ashok Travels & Tours and IRCTC will also be treated as an acceptable mode for purchase of air tickets on LTC. However, booking of air tickets through web-portals of these authorized agents would also be governed by the provisions of Department of Expenditure’s O.M. No. 19024/1/2012-E-IV dated 5th September, 2014 which are as under:

(i) No feel service charges (by whatever nomenclature), which are not included in the ‘tariff’ charged by Air-India/airlines, are required to be paid to the aforementioned authorised travel agents.

(ii) As far as possible, air tickets on Government account may be obtained directly from the Air India/Airlines (booking counters/offices/websites) and if obtaining tickets directly from Air India/Airlines is not possible, should the services of authorised travel agents be availed of.

3. All Ministries/Departments are advised to bring these guidelines to the notice of all their employees.

Subject: Payment of Dearness Allowance to Gramin Dak Sevaks (G-DS) at revised retes w.e.f. 01.07.2014 onwards – reg.

Consequent upon grant to another installment of Dearness allowance. With effect from 1st July, 2014 to the Central Government Employee vide Government of India, Ministry of Finance, Department of Expenditure’s O.M. No. 1/2/2014-E-II (B) dated 18.09.2014, duly endorsed vide this Department’s letter No. 8-1/2012-PAP dated 22.9.2014, the Gramin Dak Sevaks (GDS) have also become entitled to the payment of Dearness Allowances on basic TRCA at the revised rate with effect from 01.07.2014. It has, therefore, been decided that the Dearness Allowance payable to the Gramin Dak Sevaks shall be enhanced from the existing rate of 100% to 107% on the basic time related continuity Allowance, with effect from the 1st July,2014.


2. The additional of Dearness Allowance payable under this order shall be paid in cash to all Gramin Dak Sevaks.

3. The Expenditure on this account shall be debited to the head “salaries” under the relevant head of account and should be met from the sanctioned grant.

4. This issue with the concurrence of integrated finance wing vide the dairy No. 159/FA/2014-CS dated 25.09.2014.

THE IMPORTANCE & NEED OF SERVICE UNION.

          With the evolution of society and growth in social needs there is a sharp development in industrialization. It involves use of modern technology and employment of large number of workers. As large number of people are involved,  it becomes necessary to safe guard the interest of the workers. They need to be organized to fulfill their demands in respect of salary, welfare and social security. There comes the concept of `Union’. 
          So, union is the long-term association of workers to advance and protect the interest of members of the union in the working relationship. According to Filippo “A labor union or a trade union is an organization of workers formed to protect, promote and improve through collective action, the social, economic and political interest of its members.” 
          Whenever any employee joins a union, he has some expectations in his mind. He may join the union for the following reasons:- 

·          Economic benefits: When any employee joins an organization the main interest is the salary or wage. As the social status of a person is defined by the economic standard he carries, more emphasis is given to the economic benefits. But any single individual has very little bargaining capacity as compared to the huge power of the management. He thinks, if he joins the union, union will fight for the economic interest of the employee as the union has great bargaining capacity to get its demands accepted by the management.  But the union has also its own limitations. It can bargain on the genuine ground according to the prevailing rules. It can demand for the economic up-gradation when the organization is economically sound. For that the employees have to give their hundred percent so that union can demand enhancement of monetary benefits. Because no organization will give any economic benefit unless and until it is economically sound. At that time expectation of economic advancement is baseless. 
·          Platform for self-expression: At the primitive days of industrialization, lives of the workers were like slaves without any voice against the tyranny of the management. They used to live at the mercy of the management. They couldn’t raise their voice against in-hygienic working conditions, hard work, low wage, long and inconvenient hours of working etc. Self-expression and individuality were totally prohibited. But the desire for self-expression is a fundamental drive which can’t be ignored. By joining the union the employees get a platform for self-expression. The union provides the mechanism through which employees can make their voice heard by the top management. Union serves as the communicating device between the employees and the management.  Sometimes due to low perspective and narrow-mindedness, some can’t understand the long-term views taken by the organization in the context of overall growth of the organization and employees. Anything which does not result in immediate reward becomes unattractive to them. This attitude results in the difference in views and conflict in union. One thing we should keep in mind that union is by the employees, for the employees and of the employees. So to be in union, one should go beyond oneself. 
·          Check-bar on arbitrary action of the management: The employees join the union to fight against the arbitrary action of the management. It works like a brake to the monopoly of the management. Employees expect a just and fare dealing from the management on the basis of the prevailing rules and regulations. Union  serves a checkmate when management goes beyond the prevailing rules and take action against the employees which is irrational, unlawful or  discriminatory. Thus union safe- guards the interest of the employees. 
·          Security :  The employees join union because they think that at the time of need the union will stand by them. They can get the protection from hazards and economic insecurities at the time of illness, accidents, unemployment etc. For example, trade union ensures compensation to the injured workers under the Workman’s Compensation Act 1923, secures the retirement benefits under Gratuity Act 1972 and PF Act 1952, employees’ health, social security, payment of wage, bonus, insurance, maternity benefit etc. and other welfare measures by compelling the management to abide by these. With the union, employees feel safe and secure both mentally and physically. 
·          Employee-employer relationship:  The employee may not have easy access to the top management. But union is the proper machinery which maintains a sound communication between the employer and the employee. Employees feel attached to the organization by this. If the relation between the employer and employees is good then industrial disputes, conflicts, strikes and lock-outs can be avoided. 
·          Sense of participation: Sense of participation is also a fundamental desire among the employees. They expect that their voice should be heard in making decisions in the organization. This is known as the Workman’s Participation. Being in the union, they can make their voice heard by the management in matters affecting them and can also influence to take a correct decision. 
·          Sense of belonging-ness: When any employee joins an organization the sense of belonging-ness is developed inside him. He tries to feel that he is the integral part of the organization. For that he may join the union. Because his co-workers are with the union. He may have the feeling that if he will not join the union he will be odd man out and can’t get any assistance at the time of need. On the contrary, when he is in the union he feels that he is attached with the organization and experiences a feel-good factor. He begins to think that he has some importance in the organization and among the co-workers. 
·          Background factor: Some who are born and brought up in the industrial area or in the organizational background where the society members and members of the family are attached with the union, join the union as a nature of practice. Here the past history works. As a result,  they think it obvious and natural enough to join the union. 
Though it is the mere truth that union is for the safe-guard of the employees, we can’t use it as the weapon against the management. If management strives for the long term benefit of the organization which may sound unreal on the today’s back ground,  then union also has to think in that angle for the mutual benefit. We should aspire for the long term benefits because our next generation may get the fruit out of it. We have to make the union strong for the bright future

FILLING UP OF SHORT TERM VACANCIES IN THE NEWLY INTRODUCED CADRE OF POSTMASTER

D.G. Posts No. 4-61/2011-SPB.II dated 21 Dec 2011.
Sub: Filling up of short term vacancies in the newly introduced cadre of Postmaster-Reg.
I am directed to say that references are being received from Circles seeking clarifications with regard to filling up of the short terms vacancies in Postmaster Grade-I,II & III. It has been reported that representations have been received from Postmaster Grade-I /II officials asking for officiating promotion to Postmaster Grade-II/III although such officials do not fulfill the prescribed eligibility criteria stipulated under the relevant Recruitment Rules.
2. It has been clarified vide Dte's letter of even number dated 7/8-2.2011 that the posts of Postmaster Grade-III should not be filled up under initial constitution clause by appointing HSG-I officials for the reason that sufficient number of regular officials in HSG-I would not have become available. It was further clarified that these posts can be filled up only after reviewing the position in the light of options received from eligible officials and appropriate decision taken by the Directorate in the matter. As per clarification No. 4 of Directorate's letter of even number dated 10.2.2011, the posts identified for Postmaster Cadres will be deemed to have been designated as Postmaster Grade-I, II & III with effect only from the dates those are filled up regularly. Therefore, the Post of Postmaster Grade III will be deemed to be so designated only when these are filled up through initial constitution clause. Infact, in terms of the clarification No.4 dated 10.2.2011, these posts cannot be treated as vacant by the Circle. In the given circumstances when at present there are no posts of Postmaster Grade-III in existence, the question of filling up through officiating arrangement does not arise. Thus, till the posts so identified as Postmaster Grade-III will continue to be manned by officials in General line.
3. Regarding officiating arrangement in the vacancies of more than 45 days in Postmaster Grade-I & II, which have become vacant after they are designated as Postmaster Grade-I & II by filling up through initial constitution as clause as per the provisions of Recruitment Rules, the clarification No. 3 given vide Dte. Letter of even number dated 10.2.2011 was issued stating inter-alia that for filling up of leave vacancies / adhoc vacancies for more that 45 days in Postmaster Grade, the procedure prescribed in Dte's letter No. 137-99/2009-SPB.II dated 23.12.2009 should be followed. It is envisaged in the said letter that only those employees in feeder grade fulfilling the eligibility condition prescribed in the Recruitment Rules should be considered for ad-hoc promotion. 
4. Subsequently, Directorate has issued instructions vide letter No. 137-64/2010-BPG.II dated 28.7.2011 permitting grant of officiating pay and Allowances to Selection Grade Officials who officiated in LSG/HSG-II/HSG-I posts in term of Rule 27 of Postal Manual Vol. IV against the vacancies not exceeding three months. As per this Rule, the list of approved officers is prepared by the DPC and approved by the appointing authority and only when administrative exigencies required it, a person not in the list or not the first in order in the list may be appointed.
5. Similar benefit has also been allowed to Selection Grade officials in terms of Rule 50 of Postal Manual Vol. IV which provides for officiating arrangement against the vacancies of short duration i.e. not more than one month and more than four months in the cadres in which promotion is made from officials working in different stations, sub-divisions or divisions in a Circle and in the cadres in which promotion is made from officials working in the same office or station.
6. In view of the above, to make officiating arrangements in vacancies not exceeding three months and vacancies of short duration i.e. not more than one and four months in Postmaster Grade I & II, which become vacant after they are designated as Postmaster Grade-I & II, the Circles may follow the instructions contained in Dte. Letter No. 137-64/2010-SPB-II dated 28..7.2011.
