A STEP TOWARDS DIGITAL INDIA - POLICE VERIFICATION FOR PASSPORT TO GO ONLINE

Police verification for issue/renewal of passports will soon be an online affair, allowing its timeframe to be cut from the existing 20 days to less than a week.

The home ministry is set to allow all SP-level police officers access to databases such as National Population Register (NPR), Aadhaar and Electoral Photo I-Card via the Crime and Criminal Tracking Network System (CCTNS) to enable online verification of identity, address and criminal record, if any, of the passport applicant. 
Though the online check, for now, will be backed up with the usual physical verification by the local police, the ultimate aim is to fully eliminate the need for a doorstep check for all categories of passports. According to sources, the linking of CCTNS with NPR, UID and EPIC will enable the SP (superintendent of police) to match the photo and address provided in the passport application with the applicant's NPR, Aadhaar and EPIC records. Also, any criminal history of the applicant may be verified using CCTNS, which seeks to e-integrate police station records and systems across the country.

"We hope to have the online system for police verification in place by November. We expect the funding under CCTNS, which was not allocated any resources in this year's budget, to be cleared after the PM returns from his foreign tour. It will take us another 3-4 months to integrate the databases and have the technical infrastructure in place," a senior home ministry official said. 

Under the new arrangement, the processing time for police verification will be cut to less than a week from the existing 20 days (13-14 days for applicants based in Delhi), the official said. 

This is in line with Prime Minister Narendra Modi's recent direction to the foreign and home ministries — conveyed during his June 24 review under Pro-Active Governance and Timely Implementation (PRAGATI) -- to work towards quicker processing of passport services.

As per an agreement reached between the foreign ministry, the issuing authority for passports, and the home ministry, while a police verification request for issue of fresh passport would be triggered only after the scheduled appointment at Passport Seva Kendra, in case of applications relating to Tatkal, renewals and blue passports (issued to government servants), the police verification may be initiated immediately upon receipt of the application. 

"The online integration of CCTNS with NPR, UID an EPIC will help SPs verify at the click of a mouse the photo, address and criminal history of the applicant. This may also be followed, as per the SP's discretion, by a physical verification. Eventually, of course, the requirement of physical police verification will be totally done away with," the home ministry official said.

Incidentally, this online system for police verification will not be limited to passport services alone. The home ministry plans to extend it to police verification of tenants, domestic servants, new government recruits and even to background checks of prospective employees by companies

Now use One Time Password to file online ITR, I-T Department launches facility

The Income Tax Department today launched its ambitious One Time Password ( OTP) based e-filing verification system for taxpayers, thereby ending the practice of sending paper acknowledgement to its office in Bengaluru. 

The facility can be accessed using internet banking, Aadhaar number, ATM and email. 

According to the rules notified in this regard by the Central Board of Direct Taxes (CBDT) today, any taxpayer, whose income is Rs 5 lakh or below per annum and has no refund claims, he or she can straightaway generate the 'Electronic Verification Code' (EVC) for e-filing and validating their Income Tax Return (ITR) through their registered mobile number and e-mail id with the department. 

However, this most simplified option, will be subject to certain "restrictions" which will be prepared by the taxman based on the concerned taxpayer's "risk criteria and profile" in a case-to-case basis. 

"This simply means that if the department has some adverse observation against the said PAN number with income less than Rs 5 lakh, he or she will not be allowed to do the verification directly through their email and mobile number alone and such cases will have to go through the other established procedures in this regard like linkup through Aadhaar database, internet baking or via the ATM," a senior official explained. 

These new measures would completely eliminate the need of sending the paper acknowledgement, called ITR-V, through post to the I-T Central Processing Centre (CPC) based in Bengaluru. 

In the other options given, those taxpayers who have internet banking activated can do the e-verification of their ITR. 

"The facility will be available on the internet banking website and the verifier (taxpayer) will use this facility using internet banking id, login password and transaction password," the latest CBDT rules said. 


Once logged in on the banking portal, the taxpayer will be sent the EVC to his mobile number provided in the official e-filing web portal of the department which they will put in their ITR for final submission.

Even as the Reserve Bank of India is expected to give Department of Posts (DoP) payment bank licence by September, there are 2,590 post offices in the country with core banking facilities, Communication and IT Minister Ravi Shankar Prasad said on Sunday.
“I want to change the profile of the post office by extending its service to the poorer section of the people. We have applied for a payment bank licence with the RBI to bring a large section of unbanked populace of the country into the banking space,” the Union Minister said.There were only 236 post offices under core banking facilities, but after the current NDA government came to power last year, 2,590 post offices have now core banking facilities, he said.
The minister dedicated the core banking service of Agartala Post Office and laid the foundation stone for Dimapur Mukhya Dak Ghar in Nagaland.At present, post offices offer savings bank accounts, but cannot have credit or overdraft facilities.
Under payment banking licence an entity would be allowed to accept deposits, facilitate remittances and payments, but cannot lend.
“I want Indian post offices to have all modern and digital facilities. I want a person working at a metropolitan city get the facility to remit money to his mother through the post office. I want women working in village community centres get medical facilities by digitally linking them with good doctors,” he said.
The minister said the Centre wants to convert the country into a Digital India where a poor person can use smartphones and avail all modern facilities.
“At present there are 98 crore mobile phones, which will cross 100 crore soon and there are 30 crore internet connections in the country, which will also increase with the growing demand,” Prasad said adding, all gram panchayats in the country would be connected with optical fibre connections.

Backlog Vacancies
As per data collected till 31.12.2014, during the period 1.4.2012 to 31.12.2014, 19,676 backlog reserved vacancies of Scheduled Castes, Scheduled Tribes and Other Backward Classes were filled up in Central Government Departments/attached and subordinate offices, Banks etc.
Government constituted a Committee in July 2013 under the Chairmanship of Secretary, Ministry of Social Justice & Empowerment to make an in depth analysis of the reasons for backlog of filling up of reserved vacancies and suggest measures to enhance the employability of reserved category candidates. The Committee submitted its report in May, 2014. Subsequent to the receipt of the recommendations of the Committee, the matter has been examined by this Department. Time bound action has been finalized and intimated to all concerned Departments/ Ministries on 20.11.2014 for implementation. The Action Plan includes study of reasons for non-filling of backlog reserved vacancies; review of prescribed standards, if required; conducting Special Recruitment Drive and conducting pre-recruitment training programmes.
This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in Prime Minister’s office Dr. Jitendra Singh in a written reply to a question by Shri Gajendra Singh Shekhawat, Shri Ravneet Singh, Shri Sankar Prasad Datta and Shri S.P. ANSWER

(a)       Yes Sir. The Department of Posts applied to the Reserve Bank of India for issuance of license for setting up of Payments Bank on 30.01.2015.
(b)       No Sir. The Government does not propose to convert all post offices in the country to function as a bank. However, Department of Posts applied for license for setting up a Payments Bank on 30.01.2015, which may utilize a part of existing resources /infrastructure of the Department.
(c)        Date of completion of the above work will be depended on the decision of the Reserve Bank of India.

(a)       whether Government plans to establish Post Bank of India by converting the wide network of post offices spread across the country into commercial banks, if so, the details thereof;
(b)       whether the Department of Posts had expressed its intention before the Government of entering into banking services in the rural areas during a discussion on the suggestions of a task force constituted on India Post; and
(c)        if so, the details thereof and the action plan made by Government in this regard?

(a)      The Government does not propose to convert the wide network of post  offices spread across the country into commercial banks. The proposed Post Bank of India is envisaged as an independent entity.
(b)     During the discussions on the suggestions put forward by task force constituted for leveraging the Post Office Network, the Department of Posts expressed the view that it is ready to enter into the banking space with focus on rural areas.
(c)    Based on a consideration of all relevant aspects, the Department of Posts has submitted an application to Reserve Bank of India seeking License for setting up a Payments Bank as an independent entity.
