F.N.P.O আক্রান্ত, পক্ষপাতদুষ্ট ডাক প্রশাসনের অগ্রাসনে!

প্রিয় সাথি,  

আপনারা অবগত আছেন যে 7th Central Pay Commission-এর Revised Scale নিয়ে ইতিমধ্যে F.N.P.O ভুক্ত ডাক কর্মচারী সংগঠন তাঁদের সুপারিশ পেশ করেছে। আশানুরূপ ফলের আশা রয়েছে।

ইতিমধ্যে নদিয়া দক্ষিণ বিভাগের বেশ কিছু ন্যায্য ও সার্বজনীন দাবি তথা প্রশাসনিক গাফিলতি ও অনিয়মের বিরুদ্ধ্বে সোচ্চার হয়েছে কর্মচারী দরদী F.N.P.O ভুক্ত ডাক কর্মচারী সংগঠন। গত ০৩/০৭/২০১৪ এ ডিভিশনাল অফিসে এক বিক্ষোভ প্রদর্শন কর্মসূচী সফল ভাবে পালিত হলেও সেই মেমোরান্ডামের কোন এজেন্ডারই সুরাহা করতে পারেনি এই অকর্মণ্য, স্বৈরাচারী, পক্ষপাতদুষ্ট নদিয়া দক্ষিণ বিভাগের ডাক প্রশাসন।       

এই ডাক প্রশাসনের দোসর হিসাবে Ranaghat H.O.এর পোস্ট মাস্টার চরম নির্লজ্জভাবে একটি সংগঠনের মদতে দিনের পর দিন জাতীয়তাবাদী ডাক কর্মচারীদের হেনস্তা করে চলেছেন। প্রশাসন তথা এক শ্রেণীর স্বার্থাণ্বেষী কর্মচারীদের দ্বারা চালিত হয়ে রাতের আঁধারে পোস্ট আফিসের Old Record পাচার করে সরকারি টাকা নয়ছয় করেছেন। আমাদের প্রতিবাদ উপেক্ষা করে দীর্ঘদিন যাবৎ Ranaghat Postal Recreation Club-এর বাতিল হয়ে যাওয়া একটি কমিটির অনুকুলে সদস্যদের মাহিনা থেকে চাঁদা সংগৃহীত হচ্ছে।

লোকসভা নির্বাচনের অব্যবহিত পুর্বে বামপন্থি রাজনৈতিক দলের দ্বারা প্রভাবিত হয়ে তাঁদেরই মদতপুষ্ট ডাক কর্মচারী-বহির্ভূত সংগঠনকে রানাঘাট পোস্ট অফিসের অভ্যন্তরে সভা করার সুযোগ করে দিয়েছেন, যা কিনা Conduct Rule-এর পরিপন্থী। তাঁর এই সমস্থ অনৈতিক কার্যকলাপের বিরুদ্ধ্বে সোচ্চার হয়েছে F.N.P.O ভুক্ত ডাক কর্মচারী সংগঠন। নিজের এই কুকীর্তি আড়াল করার অভিপ্রায়ে তিনি উদ্দেশ্য প্রণোদিত ভাবে আমাদের ভ্রাতৃপ্রতীম ডাক কর্মচারী সংগঠন তথা ডাক প্রশাসনের একাংশের দ্বারা প্রভাবিত হয়ে আমাদের সহযোদ্ধাদের উপর আঘাত হানতে উদ্যত হয়েছেন। চরম ধিক্কার জানাই তাঁর এই হীন মনোবৃত্তির।   

আমরা যদি আজ সঙ্ঘবদ্ধভাবে এর প্রতিবাদ না গড়ে তুলতে পারি তাহলে অদূর ভবিষ্যতে কর্মচারীস্বার্থ বিলুপ্ত হবে। নদিয়া দক্ষিণ বিভাগের ডাক প্রশাসনও এই হীন চক্রান্তে সামিল হয়ে একাংশের কর্মচারীদের কুকীর্তিকে নির্লজ্জভাবে আড়াল করছেন এবং দমন-পীড়ন নীতির মাধ্যমে F.N.P.O ভুক্ত জাতীয়তাবাদী ডাক কর্মচারীদের কণ্ঠ রোধ করতে চাইছেন। সর্বস্তরের ডাক কর্মচারীর স্বার্থে, প্রশাসনের স্বেচ্ছাচার ও অনৈতিকতার বিরুদ্ধ্বে প্রতিবাদ, বিক্ষোভ এবং লড়াই-আন্দোলনের অধিকার কেন্দ্রীয় সরকারি আইন স্বীকৃত। শুধুমাত্র বিভিন্ন ডাকঘর পরিষ্কার নয়(National Clean Drive), আশু প্রয়োজন হল এই সকল বিভিন্ন স্তরের ডাক প্রশাসকের একাংশের কুরুচিকর ও নৈতিকতা বিহীন ব্যক্তিত্বের সাফাই।   

বন্ধুগণ আজ আত্মসমর্পণ নয়, গড়ে তুলতে হবে এক দুর্বার প্রতিরোধ। নিজেদের সঙ্ঘবদ্ধ হয়ে নেতৃত্বকে আরও শক্তিশালী করে তুলতে হবে। ভীত হয়ে পিছিয়ে গিয়ে নয়, গর্জে উঠতে হবে এই জাতীয়তাবাদী ডাক কর্মচারীগনের উপর উদ্দেশ্যপ্রণোদিত ভাবে আঘাত হানা স্বৈরাচারী ডাক প্রশাসনের বিরুদ্ধ্বে।  

কর্মচারী স্বার্থে আমাদের অগ্রগামী সংগ্রাম আরোও তীব্র করে তুলতে সর্বস্তরের জাতীয়তাবাদী ডাক কর্মচারীবৃন্দের কাছে আহ্বান    “ বন্ধু তৈরি থেকো “। প্রতিহত করতে হবে ডাক প্রশাসনের অভ্যন্তরের এই নৈরাজ্যকে এবং আগামী দিনের সকল কর্মসূচী সর্বাত্মক সফল করার সমগ্র উদ্যোগ গ্রহনে সামিল হন সবাই –এই আহ্বান জানাই।

Children Education Allowance for Central Government Employees - Annual Ceiling and Details of Admissible Institutions.

While answering to a question in Parliament on 18.7.2014, Finance Minister Shri Arun Jaitley said in a written form regarding the details of Children Education Allowance that it has been informed by the Department of Personnel and Training that the annual ceiling limit for reimbursement of Children Education Allowance (CEA) is 18,000/- per child. The Hostel Subsidy shall be 4,500/- per month per child.  The annual ceiling for reimbursement of CEA for disabled children of Government employees is 36,000/- per annum per child and the rates of Hostel Subsidy for disabled children of Government employees is 9,000/- per child per month.  These revisions are applicable with effect from 1st January, 2014. 

The reimbursement is admissible for the children studying in institutions affiliated to any Board or recognised institution, whether in receipt of Government aid or not, recognised by the Central or State Government or Union Territory Administration or by University or a recognised educational authority having jurisdiction over the area where the institution is situated.

It has been informed by the Department of Personnel and Training that the annual ceiling limit for reimbursement of Children Education Allowance (CEA) is Rs. 18,000/- per child. The Directorate General of Human Resource Development has published an order

regarding the 7th Central Pay Commission is collecting data/information of Central

government employees and officers on the following aspects.

The Seventh Central Pay Commission has commenced work and is currently engaged

in the collection of data and relevant material from the department of Revenue as
